Goodbye voucher: what changes


The Senate yesterday approved the law amendment of Legislative Decree n. 25 that deletes all vouchers in all sectors. Parliament approved the text by avoiding the referendum required by the labor unions, scheduled for the next 28th May. Actually, the High Court will decide whether the new decree has annulled the arguments of the referendum.

The leader of CGIL Camusso, among the most convinced supporters of the consultation, has already commented that the referendum will not happen since the legislative measure corresponds to the referendum question.

A transitional period is foreseen for vouchers required until the effective date of the Decree (last March, the 17th), valid until 31 December 2017.

The government is at work to find alternative solutions to rule transitional work in Italy, so far managed by vouchers.

Just yesterday, the Senate Work Commission presented a Decree Law that covers the so-called “short work”, including all the benefits not exceeding 900 euros a year.

These are some of the proposal’s key elements: inscription and telematic communication on the INPS platform, at least 60 minutes before the start of work performance; no specific qualification request for the benefit; accreditation to a small extent of social insurance and insurance contributions; direct and traceable payment of the remuneration, which will be fiscally neutral.
